The Problem
This is what breaks. The committee's decision process is stuck in an infinite regress, lacking a foundational basis to conclude.
The Operation
When activated, the model must scan reasoning chains for infinite regress patterns -- detect any loop where justification refers back to itself. Classify the regress as ordinal, definitional, or causal. Apply the matching termination rule: ordinal ranking, external grounding axiom, or well-foundedness check. Verify that the terminated chain reaches a stable base. If regress depth exceeds three explicit steps without termination, halt and enforce a grounding constraint.
The Structure
The reasoning structure is a gated pipeline where each step must pass a decision gate before the next can execute. Execution repeats until the reasoning locks onto a stable conclusion.
If a chain of justifications continues without reaching a terminal foundation or pragmatic stopping point, regress termination was not applied.

When retrieved in Haki mode, the primary ability is augmented with failure guards extracted from 3 abilities in different cognitive domains. Each guard blocks a specific reasoning failure the primary alone wouldn't catch. A self-check forces verification before output. The result is cross-domain coverage that no single ability can reach alone.
