Compare against the best available alternative (build vs. Audit for hidden costs, scan for maintenance burden, training overhead, and switching costs omitted from the original estimate. If ROI is positive and exceeds the alternative, validate the initiative. The reasoning applies a formal computation: TCO = sum(acquisition + operation + maintenance + disposal; t = 0.horizon); horizon >= 3yr.
